These Shinobis of Naruto don't belong to any famous clan but they are one of the strongest shinobi in history whose power level and intelligence are equal to Kage.
1. Might Guy
Might guy was considered as one of the weakest Shinobi in his childhood. His father ( Might Dai) was also a former Genin of Konoha. He didn't even get admission to the Academy initially but later on, he was accepted as an alternative by seeing his dedication and hard work.
Guy is only able to use Genjutsu and Ninjutsu ( Summoning Jutsu) but still, he managed to become Jonin in the Konoha academy. He also captured Kisame ( Member Of Akatsuki).
The real power of Guy was recognized by everyone during the war. During the war, Guy bravely fought against Reanimated Shinobis, Obito, and many more but his full power was seen when he fought against Madara ( Juubi jinchuriki). When Naruto and Sasuke were on the verge of Death, Guy decided to fight against Madara using "Eight Inner Gates". Guy opened the Eighth gate of death to fight Madara but after using that gate no one survived.
2. Jiraiya
Jiraiya was the shinobi of Konoha. He was the weakest shinobi on his team. But later on, he did a lot of hard work and became one of the "Legendary Sannin".He was the student of "Third Hokage" and the teacher of "Fourth Hokage".
Jiraiya learned many different Jutsus and he also fought on the front line in the "Second shinobi war".Jiraiya learned the Sage Jutsu from Mt. Myoboku and he can also summon the great toad sages.
Jiraiya rejected the title of Hokage two times. First, he was offered to become Fourth Hokage, and secondly, he was offered the title of Fifth Hokage when the Third Hokage died.
When Itachi and Kisame infiltrated in Konoha to kidnap Naruto, they face Jiraiya during that time and Itachi said Kisame to retreat because he believed that the both of them together will not be able to defeat him.
3. Konan
Konan was a student of one of the legendary sannin, Jiraiya, and a member of Akatsuki. She uses a unique type of Jutsu and she can also fly at a very high speed using her Jutsu. She defeated Sasori ( A former member of Akatsuki) easily.
Konan's paper Jutsu is one of the strongest Jutsu as she was easily able to defend herself from Pain's strongest Jutsu ( All mighty push).
While fighting Obito, She uses her strongest Jutsu which is "600 Billion Bomb".This Jutsu blast paper bomb on a large scale for more than 10 minutes continuously. Obito only survived that because he used "Izanagi"( one of Uchiha's forbidden Jutsu).
4. Orochimaru
Orochimaru is one of the "Legendary Sannin". Orochimaru has made himself immortal through constant research and experiments on himself. He uses his curse marks and that’s where the secrets of his immortality lie as a part of his consciousness is stored inside those curse marks. So, even if his main body is destroyed, he can still be revived through these curse marks.
Orochimaru spent decades outside of the village mastering, learning about, and creating Jutsu. he can use some high-level earth release, fire release, and wind release.
Orochimaru wields the Kusanagi blade—which is one of the strongest blades in existence. He uses
Sakon and Ukon’s "kekkai Genkai" allows him to clone, burst, split, and merge on the molecular level allowing him to be virtually untouchable.
He can summon giant snakes from "Ryuchi Cave", Rashomon Gates (One Rashomon gate is many times stronger than any Earth-style mud wall Jutsu). Orochimaru also killed "Third Hokage", "Fourth Kazekage" and also survived after fighting Naruto's Fourth tail form.
5. kabuto
Kabuto possesses a Genius-level intellect. He’s adept at the workings of the Ninja Arts(their mechanics, utility, and so on), is one of the greatest Medical Ninjutsu users in the series. Kabuto was a Jonin level shinobi at a very young age. Orochimaru compared him to as powerful as Kakashi.
Kabuto alone fought against Tsunade(Legendary Sannin). Kabuto also mastered "Dragon Sage Jutsu" from Ryukin Cave. He alone started a war against the whole shinobi world. His strongest Jutsu is "Reanimated Jutsu"( which revive any dead shinobi). Kabuto's intelligence and power level are as same as a kage.
6.Killer B
Killer B was the shinobi of the Hidden Cloud village. Later on, he became the Jinchuriki of Eight Tail (Hachibi). Killer B is one of the strongest shinobi in his village. He was the first person to control the full power of Jinchuriki.
In the Third Shinobi War, he also protected Ay Raikage from Minato. When Sasuke's group infiltrated his village to capture him, he alone defeated them without using his full powers.
In the Fourth Shinobi, he also helped a lot by fighting Reanimated Jinchurikis with Naruto and he also protects everyone from Tail Beast Bomb and many other things. His overall power level is more than a kage.
7. Hanzo
Hanzo was the leader of the "Hidden Rain Village". The three Legendary Sannin were completely incapable of harming him, despite being pushed to the brink of collapse. Orochimaru manages to briefly restrain Hanzo towards the end of their fight, only for Hanzo to teleport away.
Hanzo can teleport both himself and his Giant Salamander at the same time, with little effort. This ability is so absurdly powerful that Hanzo almost accidentally crushes Orochimaru by using it.
Hanzo’s Giant Salamander can spew large clouds of venom. This venom is capable of instantly dropping an opponent.
When Jiraiya heard that Hanzo was defeated by Pain, he was shocked as the three Legendary were helpless in front of him and someone defeated him easily.
8. Kakuzu
Kakuzu was the oldest living people in Naruto. He was also a member of Akatsuki. Kakuzu also has a very unique power. He can store up to 5 hearts in his body ( including 1 of his own). Kakuzu can also separate them from his body.
Kakuzu was also considered an immortal being. He also gets a mission to kill the First Hokage (Hashirama Senju) but he failed, still, he manages to survive. He can use more than 5 chakra natures.
9. Kisame
Kisame has abnormally high chakra levels that rival a Tailed Beast. He knew other chakra natures but specialized in Jutsu that control water. He’s talented enough to effortlessly create water on his own, something that’s harder to do than controlling a preexisting water source.
Kisame wielded the powerful, sentient blade Samehada. The sword has chakra absorbing powers, so Kisame keeps it loyal by letting it feed on his ridiculously high chakra levels. Samehada can also transfer stolen chakra to Kisame to heal his body and increase stamina and chakra levels. To top it off, he can merge with the blade and transform into a humanoid shark monster that can breathe underwater, sense chakra, absorb chakra through touch, and grow spikes on his body.
Kisame was also known as "No Tail Tailed Beast" because his power was compared to a tail beast in his humanoid shark form. Kakuzu also killed one of the "Seven swordsmen of the mist".
10. Sasori
Sasori's parents died in his childhood and he started to make puppets since then only. Sasori became one of the strongest puppet users of his village. Sasori alone wiped out the red sand village which gave him the name of "Sasori of the Red Sand".
Sasori also defeated the Third Kazekage, who was the strongest Kazekage, and later on, he joined Akatsuki and became a rogue ninja.
